Shotcreting the back first made is stable enough to stay back while the new retaining wall was being constructed. The shotcrete of cement is a very common process for this type of retaining wall scenario. 

Before a new decorative retaining wall could be constructed on this hillside, a shotcrete concrete process had to be applied first.
